Captures both sides of a call from the machine's own audio path, writes a timestamped file, and files it without being asked. It starts on its own and lives in the notification area.
The design goal was ordinary reliability rather than features. A recorder that has to be remembered and started is a recorder that misses the call that mattered. Recording other people carries legal obligations that vary by state and by country, and that is the user's responsibility rather than the software's.
